DOMESTIC POLICY AND AFFAIRS

Carter was unlike Johnson and Nixon. He was a reformer and progressive, who put his faith in science and technology to advance the human condition.

-Relations with Congress
Carter did have some successes with Congress, but often failed. Carter had success with his own program to derestrict the airline, trucking, and railroad industries, which lower transportation costs. He also got Congress to establish a "superfund" to clean up toxic waste sites.

-Energy Policy Success
Carter's main achievement was energy policy. During his term. U.S. oil imports had cut up to 65 percent. In 1976 the U.S. was still using energy wastefully that led Carter to pass the Emergency Natural Gas Act that gave power to national government to manage the natural gas. He also created Department of Energy to control energy supply.

-Poor Media Image
Carter worsened his image problem by giving the so-called "malaise" (a French word meaning illness) speech, in which he described a lack of confidence in America's purpose and its future.

-Scandal and Personal Embarrassments
Carter presented himself as a man of honesty to Americans for the most part, but the trust did not stay long enough. It was because the scandals that came out to attack him such as when his budget director was fired, and also the chief was accusing of using cocaine in the White House. Even though, in the end this scandals came out to be false but it did hurt Carter's image as president.
